Principles
  • Fresh water is a finite and vulnerable resource, essential to sustain life, development and the environment
  • Water Development and management should be based on a participatory approach involving all users, planners and policy makers at all levels
  • Women play a central role in the provision, management and safeguarding of water, and
  • Water has an economic value in all its competing users and should be recognized as an economic good
Key Commitments and Targets
  • By the end of 2015, halve the proportion of people without access to safe drinking water and basic sanitation
  • Diversify energy supply and substantially increase global share of renewable energy source (hydropower) in order to increase its contibution to total energy supply, and
  • Develop integrated water resources management and water efficiency plans by 2005
Vision for Southeast Asia - The attainment of sustainability of water resources to ensure water quantity of acceptable quality to meet the needs of the people in Southeast Asia in terms of health, food security, economy, and environment
  • access to safe, adequate and affordable water supply hygiene and sanitation
  • provision of sufficient water that will ensure food security for the Region
  • provision of sufficient water to spur and sustain the economies of the Region, and
  • protection of the water environment to preserve flow regimes, biodiversity and cultural heritage as the mitigation of water related hazards
